Permanent Holiday Lights?

Background Information

Our Design Guidelines and Association Rules currently allow temporary holiday decorative lighting from Thanksgiving through January 15; they are to be removed by January 15.


Technology has developed for small bulb, recessed holiday LED lighting, that is hidden behind a house’s soffits or rooflines.  Because the lights are not visible from the street, HOA’s are considering allowing this type of permanent lighting, with restrictions on when the lights can be turned on.


Although some perceive colored, external house lighting as not ‘restful’ or aesthetic, others enjoy colored lights and want to use them frequently. A middle ground to honor both perspectives is sought; additional homeowner input for broadening the seasonal usage to include additional selected holidays is needed.

Conditions

If the Design Guidelines and Association Rules are amended to allow permanent holiday decorative lighting that is hidden behind a soffit or roofline, and not visible from the street during the day, the colored holiday lights would be allowed two weeks before the holiday/special event (unless otherwise stated).  The turned-on time is limited to between 4 pm and 11 pm, on allowable days. There is an existing, separate association rule prohibiting outdoor lighting from causing glare problems or shining in neighbor’s property or common area that will remain unchanged.  Bulb lights visible from the streets will remain as temporary holiday decorations and will continue to be governed by the existing rules.


Procedurally, the revised Design Guidelines and Association Rules document will be presented for comment and Board approval in a future Homeowner meeting. If permanent lights are approved, the criteria will appear in the Design Guidelines and Association Rules. Homeowners desiring permanent holiday lights for their property need architectural approval prior to the installation.
